Important Information for Parents
In 2006, ACT contacted all behavior consultants on the Registry for Autism Service Providers (RASP) and asked them to provide us with information about their qualifications. We made this request because some consultants had provided little supporting information when they initially applied to the predecessor of the RASP – the QSPL – when it was managed by another agency. We sent our request via registered letter to ensure that it would reach each consultant.
Most of the consultants responded with full information, and we are grateful for their co-operation. A minority either did not respond or were not able to provide the documentation that is now required to be included on the RASP.
As ACT is committed to being transparent in our communication with parents of children with ASD, we have decided to share this information by creating a separate RASP listing for those consultants we consider to be “grandfathered”; that is, they are on the RASP because they were on the previous list of service providers that we inherited, but would not qualify for the RASP if they were to apply today. The individual reasons for designating a consultant as “grandfathered” are included with each listing.
It is important to stress that being placed on the grandfathered list does not mean that a behavior consultant cannot provide a useful service. ACT does not have the ability to evaluate individual competence. Rather, our goal is to ensure that parents have as much information as possible so that they can make the best choice for their child. Parents will still be able to contract with professionals on the grandfathered list, but should do so with the full understanding that they have not adequately documented their ability to provide behavior consulting services independent of supervision.
Those included on the grandfathered list fall into the following three categories (this information is also included with each listing):
Before ACT adds a degree to a professional’s name on the RASP, we require a copy of the academic diploma or other documentary evidence of degree completion. We are particularly concerned about those behavior consultants whom we inherited from the previous managers of this service who, despite repeated requests, have never documented their qualifications by submitting copies of their degrees to ACT.
We believe that parents should know which professionals have provided documentation of their degrees and those who have not. We strongly advise parents to verify the credentials of any behavior consultant they are planning on hiring who has not provided ACT with this documentation.
There are some consultants on the grandfathered list who would not be added to the RASP today because they only have a Bachelor’s-Level degree and are not supervised by someone with a Master’s degree. In the field of autism treatment it is widely accepted that a minimum of a Master’s-Level degree in a relevant field is required for a behavior consultant to practice independently. Consultants with a Bachelor’s degree can still provide useful services, but they are expected to do so under the professional supervision of an experienced and more fully qualified colleague. All non-grandfathered consultants with a Bachelor’s degree who are on the RASP are supervised by a Master’s-level behavior consultant.
There are certain academic degrees which are not considered either relevant or sufficient for providing autism treatment to children under six, such as degrees in counseling psychology or play therapy. Others may have degrees in education or psychology but with no focus on autism treatment. It may be, however, that professionals who began their careers in one field have taken additional training to expand their expertise in autism. In those cases, where a professional can provide evidence of substantial professional development or further certification in an area related to autism treatment, they can remain on the main RASP if they are at a Master-level. (In the two years that ACT has been managing the RASP, we have repeatedly advised behavior consultants of the need to upgrade their qualifications to keep pace with the rapid developments in the field of autism; many have done so.)
