In Memory of Phil Bouvier

The Board and Staff of ACT are very saddened to announce the pre-mature death of Phil Bouvier, a member of ACT’s Advisory Council. Phil was a well known figure to families and professionals in Vancouver where he was first a social worker and then a supervisor with the Ministry for Children and Family Development. He specialized in supporting families with children with developmental disabilities and was a staunch advocate for families overwhelmed by the needs of their children with autism spectrum disorder.

In the decade prior to autism funding becoming widely available, Phil’s willingness to help parents appeal to his own supervisors in Victoria for funding was unusual and indicative of his deep commitment to the families he struggled to help. Phil made no secret of his frustration with the continual funding cuts to MCFD budgets and eventually left MCFD to become Executive Director of the Central City Mission Foundation, in Vancouver’s Downtown Eastside. His compassion, combined with a great sense of humour and a keen intelligence, enabled Phil to make a significant contribution to children and adults with autism and more recently to those in need in the Downtown Eastside.

Phil is survived by his wife and two very young daughters. A private family funeral has been held. A memorial honouring his life will be held on Friday April 21 from 2:00-5:00 p.m. at the Westwood Plateau Golf and Country Club in Coquitlam. The address is 3251 Plateau Blvd., Coquitlam.
